Promundo, together with the National Early Childhood Network, delivers a Letter of Recommendations to combat violence in early childhood to members of the legislative, executive and judiciary




On April 9, a pact for the rights of Children and Youth was signed in Rio de Janeiro between the three legislative, executive and judicial spheres. The event was attended by representatives of the Court of Justice of the State of Rio de Janeiro, Rio City Hall, the State Attorney General's Office, the Public Defender's Office, the United Nations Children's Fund (Unicef), in addition to mayors of other municipalities and state and municipal authorities.

Promundo together with the National Early Childhood Network (RNPI) were present at the ceremony to deliver the Letter of Recommendations for combating violence in early childhood .


The letter produced during the Colloquium “Violence and its impacts on child development: historical and contextual reflections, protective factors and public policies”, held by RNPI in November 2014, in Recife (PE), reinforced the content of the pact. Among the recommendations set out in the letter are: the strengthening and financing of protection networks for children and adolescents, such as Guardianship Councils; expansion of intersectoral actions for professionals in the Rights Guarantee System; continued training on violence prevention and protection; improvement in care for children victims of violence and increased participation and qualified listening to children and their families in the formulation and implementation of policies for children. During the event, Judge Siro Darlan declared his opposition to PEC 171/1993, which is in vote and intends to reduce the age of criminal responsibility from 18 to 16 years old. The institutional violence that promotes the death and insecurity of children, especially those in situations of poverty, was recalled at the meeting, with the mention of the murder of the boy Eduardo, aged 10, recently killed during a police operation in Complexo do Alemão in Rio de Janeiro.


The situation of early childhood in Brazil


In Brazil there are approximately 20 million children between zero and six years of age (UNICEF, 2009). Of these, 2,866,191 live below the poverty line (CIESPI, 2010). Inequities and poverty in early childhood are still barriers to the child's integral development, making it impossible to break the circle of poverty.


Accidents and assaults are the leading cause of death for children aged 1 to 6 years (UNICEF, 2005), among children aged 1-4 years, abandonment/neglect predominates (39.9%), followed by sexual violence (21 .8%) and physical violence (21.7%) (MAPA DA VIOLÊNCIA, 2012).


Institutional violence practiced in hospitals, health units, daycare centers and preschools, reception services, security and justice agencies, among others, is recurrent in our society and must be addressed.
