Prepared by the National Early Childhood Network, the PNPI systematizes general guidelines, objectives and goals that the country must meet so that the rights of children up to six years of age affirmed by the Federal Constitution and the Child and Adolescent Statute (ECA) are guaranteed .
The representative of CONANDA's Public Policy Commission, Andrea Franzini, stated that the PNPI should be closer to the Ten-Year Plan, as it properly details the specific needs of early childhood in Brazil.
