The book promotes a debate on the importance of changing the focus from action proposals based on “risk situations” to a vision that encompasses the needs of all children and adolescents. Using the Child and Adolescent Statute as a reference, three case studies of community partnership programs in Brazil are presented, which show positive progress towards promoting the development of all children and adolescents, considering them not as a risk, but as an opportunity.
